Required CPD Points To Renew PRC License

If you are a PRC license holder then read up, there is a new law requiring all regulated professions (eg. Accountants, engineers, medical professionals, teachers, and even real estate brokers) to get additional training (CPD) before renewing their license or before you can renew PRC license online.

This bill is known as the Continuing Professional Development (CPD) Act of 2015.

Who made the bill?

This bill was proposed by the Committee on Civil Service and Government Reorganization chair, Senator Antonio Trillanes IV and was lapsed into law by July 2016.

What is it?

The new law requires all professionals who intend to renew their license to attend the mandatory CPD programs.

According to Trillanes “CPD is the post-licensure practice of inculcating skills, knowledge and ethical values upon all professionals through various methods such as formal learning, informal learning, self-directed learning, on-line learning activities and accredited professional work experience.”

Why is it needed?

The CPD law is s the Philippines answer to the “standards in the national, regional and international labor markets” as projected necessity for the future ASEAN economic community. He also said the with CPD “we can provide our professionals with the necessary tools, not only to compete, but also to seize opportunities ASEAN integration may provide us.”

Senator Franklin Drilon also adds that with CPD our workforce will be strengthened “producing highly competent professionals, who are considered as our country’s best asset due to their leading role in national growth and prosperity.”

When is it fully implemented?

Full implementation of CDP will be in the first quarter of 2017.

What does it mean for us?

This law makes it mandatory for regulated professionals to renew their license only after taking formal or informal lessons.

What professions are affected?

The professions affected by the new law grouped according to the number of units each need to complete CPD requirement:

Where do we get necessary CPD trainings?

There are no specific programs yet as of writing, however, CPD may be formal or informal training, face to face or online. Some professional experience may also be accredited to you.

You may approximate your training and education to the number of units you need through the CPD Matrix (see Annex D).

According to the matrix, one of the CPD activities are seminars and conventions. Units credited vary according to role and number of hours:

  • Participant – 1credit unit (CU)/ hour
  • Facilitator – 2cu/hr
  • Panelist – 3cu/hr
  • Speaker – 4cu/hr

Aside from attending, make sure to ask and keep the invitation, program and certificate of attendance with the number of hours. For speakers, photocopy your plaque or certificate at well.

If you are enrolled, you may get more points.

  • Master’s degree – 1cu/academic unit and 30cu additional after graduation
  • Doctoral degree – 2cu/academic unit and 45cu more after graduation
  • Residency/ externship – 10cu/year (hospital)
  • Fellowship – 15cu/year

Submit a copy of the certificate and/or diploma as proof.

Self-directed learners can also apply for credit units.

  • Distance learning module – 10cu.complete module
  • Technical-paper/professional journal article – 1CU/ professional/technical article

Authors are also entitled to credit units

  • Research/ innovative program/creative projects – refereed outputs get a maximum of 20cu, 15cu max for unrefereed
  • Book/ monograph – maximum of credit units
  • Editor – 1/2cu of the authorship category
  • Article – maximum of 10 credit units
  • Professional journal editor – 5cu/issue
  • Peer reviewer – 2cu/article

Other ways to get credit:

  • Inventions – 10-30cu/invention (submit certified copy of patent)
  • Postgraduate training – 0.25cu/hr maximum of 40cu/training
  • Study/observation tour – 2cu/day, maximum of 30cu/tour
  • Professorial chair – 10cu/chair

Make sure to ask for and keep copies of certificates and other documents to prove your attendance and completion of activity.

Now that you have some idea as to what activities you can participate in and the number of points you can get, add the units you gained from the list to see if you are already eligible to apply for renewal.

You may only count those within 3 years. If you earn more than 60 units and you have a college degree, you cannot carry over the excess the next time you apply for renewal “except for units earned for doctoral and masters degrees and for other special training.”

For professional without a college degree, the maximum is 30cu, extra points cannot be credited for next renewal as well.

When you apply for renewal of a license, you would need to fill up a CPD form and submit it together with supporting documents and other regular documents submitted to PRC.

The new law may cause some initial negative reaction but since it is already fully implemented next year, there is no escaping the CPD requirements. Anyway, these requirements are to make us better professionals who can compete with others around the world.

      1. The PRC should consider our CPD units from the country we are working. Our time is very limited during vacations and we dont have time to get such CPD units..

    1. Ung ibang mga senador sa atin na walang magawa sa buhay, makapag usod lang ng batas para me masabing contribution nila sa pina di na nag iisip kong ano magiging epekto ng mga pinapasa nilang batas sa mga tao.

  9. The bottom line here is MONEY. Sobrang parusa na ang PRC license renewal. Years ago ginawang mandatory ang magpamember ng professional org where you belong para makakuha ng certificate. Ngayon eto naman. Sige bayad nang bayad. Nakakahiya na kayo!

(like its author and co-authors). actually, matagal na itong ginagawa sa aming mga EcE thru IECEP(na wala din kwenta) since 2009 pa nga yata?! .The prc i.d. is not actually the license, it’s the certificate. the i.d. is for identification purposes only. para may pang iwan sa entrance sa guard!…Isa ein ito sa gusto naming mga EE and EcE na seafarers na ngayon na maabolish!

    Ang CPD points ay pahirap sa mga umabot na ng 3 taon na walang regular na trabaho dahil mahihirapan na na magrenew ang isang propesyonal na pumasa sa PRC dahil wala syang pangtustos sa SEMINAR o CONVENTION?
    Sana itong si Trillanes at Drilon ay nag-isip muna na ang kanilang trabaho ay di nasasakop ng CPD points at kung meron man ay posible pa nilang doktorin! Lalo lang nilang pinahirap amg sitwasyon ng ilang unemployed professionals!

Kng maka provide kau ng libreng seminars at training saka nyo e implement yan. Mga APO lng makikinabang nyan. Ung IIEE nga di nkatulong sa profession ng Registered Master Electrician. Every 3 years ngbabayad ang mga RME ng 1,400 kng di ako ng kakamali ni isang biniposyo wlang natanggap mula sa IIEE. May training seminar sila pinakamurang registration fee 3,500 pg IIEE member ka. Put your self in our shoe do you think makaka afford kami sa mga training nyo. For me CPD is Certified Public Discrimanation.

  19. buti nga ang iba 45 units lang kaming cpa ay 120 units lagi ng overtime sa work tapos seminars pa. nasan ang justice dun. eh ang sahod nmn katulad sa ibang propesyon ay di naman nalalayo. the seminars or cpd are not mandatory for everyone dahil hindi naman lahat ay kailangan yun kasi ibat iba ang status ng tao. so dapat ibasura na ang bill. yes seminars are good but it should not implemented to everyone. besides not all seminars are applicable to everyone’s work. yes you will learned after attending but soon will forget it as it is not applicable to your work. so in the end is it worthwhile or just a waste of everything. its nice to learn if it is enjoyable since today you can get lots of it thru internet and experience. i am already sick enough to always sit in a room and study. bakit nakalusot sa senado yang walang kwentang bill na yan? sana yan ang tinutugis ng mga terorista hindi yung mga kawawang civilian.

  20. OFW’s holding key positions especially in oil & gas undergo regular training as part of the company’s Individual Development Program (IDP) to ensure competency in their assigned fields. In my case, being one of the champion in establishing the training program, we have identified the mandatory and recommended courses for technical and admin employees and conduct the training respectively. I guess PRC should review the guidelines and consider giving exemption to OFW’s that falls under this category.

  21. IMHO, this is another classic example of a law that’s been
    implemented without consideration to those licensed professionals already working and living abroad- which I believe including myself are so MANY!

    Such training and post education and the like is a good
    encouragement & suggestion to all professionals but it should be an individual choice & not a mandatory law. Any professional should be free to decide on how to sharpen and hone his own skills because every training is subjective & beneficial only to his current field of work & personal budget.

    We are not kids anymore-any professionals know that if he doesn’t perform his job well- risk is high, loosing clients, loosing business opportunities, facing lawsuit, going to jail, and list goes on- all those risks are already there and those are sufficient reason to push us all to improve in our skills and
    excel in our field.

    I am an Architect, living abroad (Saudi Arabia and Hong Kong) for more than a decade now with my family.
    The only time I can renew my license is when I have a holiday in Philippines, every 2 or 3 years. I just have to pay any penalty when I lapsed the expiry date- that’s how simple it was. Though I am not actively practicing it anymore since I am already working stable in a similar field and country, but at least I was able to renew it. Wala akong panis na ID sa wallet ko. Everything is kept renewed whenever I have the chance.

    Now, my license has expired (7 months) and I can’t renew it
    quickly anymore because of this CDP prerequisites- can you imagine how pain in the ass it was? Pahirap sa citizen.

    Leaving your family, hometown, and main profession is already among those difficult given consequences many professionals face once you decide to live and work abroad- masakit na nga sa loob na mapadpad ka sa ibang field of industry simply because of the reality that it IS NOT EASY to find a job and earn good money today.

    Tapos, ipagkakait pa sayo yung simpleng pagkakataon na
    makapagrenew ka nung orihinal na propesyon na pinaghirapan mo kasama ang iyong magulang para makamit mo.

    I became an Architect not only because I passed the board but because I have parents that sacrificed a lot to support me from elementary to college, to review, work, and all. This title and profession means a lot to me, whether it is in my present job or in my history- it is very intimate part of my life. Circumstances lang ang naghiwalay sa akin and my beloved profession. That’s why I’m pissed off to hear about this prerequisites. If you are in Philippines practicing such- okay lang. But for those living/ working abroad should have separate provisions given their varied circumstances.

    I hope our PRC board and government officials will really review this law again and extend exemptions & considerations to those who work and live abroad.

  22. I’m an ofw and plano ko umuwi 2019 pa. pero yung prc license ko mag e expire 2018 . so pano yan d ako mkaka pasok sa public as a teacher kung hnd ko ma renew ang license.. sana nmn inisip muna nila ang stwasyon ng iba bago gumawa gawa ng law na parang d nmn kailangan .. jusqoooo..

    1. Mag appoint po kayo ng representative mo sa pinas para siya po mag renew ng license mo. Kailangan ng rep mo ang SPA.

      Mag email po kayo sa PRC kasi sila lang talaga ang makakasagot sa iyo.

      Nasa abroad din ako at ngayong taon ma expire na ang aking lisensya (hindi ako guro). Pangalawang pagkakataon ko na ito na mag renw ng PIC pero noong una wla pang CPD.

      Ang ginagawa ko ngayon ay naghahanap ng mga online seminars / courses na ang topic ay related sa aking professional license. Sa aming profession kasi wala pang specific guidelines. Sa mga guro po ay meron po. I suggest na basahin nyo ang buod ng batas. Downloadable po ito sa PRC website (http://www.prc.gov.ph/uploaded/documents/CPD%20FAQs%201418.pdf).

  23. This is purely a stupidity of the part of Trillanes and Drilon they dont know how difficult to acquire such huge points considering ofw is busy with their jobs.This is purely business ripping off simply the ofw pocket

I was renewing my PRC ID last year ,,and it was not yet on its deadline to have CPD but sadly, they requiring me to go to my affiliate and asking for the CPD, I am an OFW I do not have any CPD to present during that time but they are requiring me even if it is not yet on its full implementation and dead line, so sorry for me, I have not renew my ID when I went back abroad.

    Sana maisip nila na pampahirap ito. Very selfish ang mga nasa Government to impose this. Tutal naibubulsa na nila ang marami sa kinikita naming mga mangagawa, dagdagan pa ng mga ganitong pahirap.

    since CME’s e considered as CPD, ano ho ba ang kailngan ng PRC? origial copy ng certificate or true copy lang? kailngan pa bang idaan namin sa embassy for stamps and etc???…

  27. they should include the Certificate of employment as a partnof the cpd point system… basta related sa professions… and to be honest work experience is already part of this devlopment(cpd)… dapat i-wnvolve d2 lahat ng company to provide cpd trainings…
