OWWA Programs and Services that a Member Should Know

Overseas Filipino workers should register and keep an active membership to enjoy OWWA benefits for them and for their dependents. Some of these OWWA benefits are livelihood, education and training assistance among others.

OWWA Programs and Services

An OWWA member who had paid the membership fee of 25 USD (approximately 1,300 Pesos) is entitled to these benefits and services:

Social Benefit

The duration of OWWA membership is based on the worker’s contract or a maximum of 2 years contract duration.

Disability and Dismemberment Benefits – A member is entitled to up to 100,000 Pesos for injuries sustained due to an accident while working overseas and who is qualified and active OWWA member.

Requirements to claim benefit:

  1. Medical certificate issued from the foreign country
  2. Medical certificate issued by the attending physician with medical examination procedure (MRI, X-ray, etc.)
  3. Accident report/master’s report for sea-based OFW.

Death Benefit – The family (beneficiaries) of the deceased OFW is entitled to receive 100,000 Pesos for the death of a natural cause, and 200,000 if it is caused by an accident.

Requirements to claim benefit:

  1. Original death certificate
  2. A foreign death certificate, including the Consular Mortuary Certificate or the No Objection Certificate (NOC)
  3. The accident report, if the death is caused by an accident.
  4. Burial permit
  5. Official receipt of funeral expenses
  6. 2 valid IDs
  7. Certificate of No Marriage (CENOMAR), for single OFW and Marriage Certificate for married OFW
  8. Birth Certificate of the deceased and the claimant if the beneficiary is the child

Education and Training Assistance

Comprehensive Pre-Departure Education Program (CPDEP) – it is either a 4 or 6-day orientation seminar for Household Service Workers (HSW) which tackles language, culture and stress management.

Seafarer’s Upgrading Program – This program will provide job-related training and skills development with training assistance of 7,500 Pesos. The seafarer may choose the preferred training course that is accredited by MARINA or TESDA from the list of OWWA recognized training providers. T

Requirements to avail SUP assistance:

  1. OWWA membership
  2. Duly accomplished application form
  3. Seafarer’s ID and Record Book or Passport
  4. 2×2″ Picture

Education for Development Scholarship Program (EDSP)* – Financial assistance amounting to a maximum of 60,000 Pesos per school year of a scholarship grant for qualified dependents or beneficiary of the OWWA active member who intends to take a 4-5 baccalaureate course in any universities or colleges.

Eligibility

  1. The scholarship grant is provided 1 per OWWA member family
  2. The applicant must not be a recipient of any scholarship grants
  3. Has not taken any EDSP qualifying exam and any post-secondary/vocational or undergraduate/college units

Requirements for EDSP financial assistance

  1. OFW must have an active OWWA membership at the time of EDSP application
  2. EDSP applicant must not be over 21-year-old
  3. The applicant must have at least an average grade of 80% and belongs to the upper 20% of the 3rd year graduating class
  4. Applicant must pass the DOST qualifying exam and should belong to the top 200 passer
  5. An application must pass the college admission test where he/she intends to enroll

How to file EDSP Application

  1. The application starts every June and the deadline for submission of the application is every first week of August.
  2. Applicants must be 4th-year-high school and should belong to the graduating class at the time of application
  3. All applicants are subject to review and documents verification.

*Suspended due to the K to 12 program. Will resume in 2018 – 2019 school year.

Reintegration Program

Reintegration (in-country). A livelihood opportunities to overseas Filipino workers who have finished their contracts and who has no plans to go back to work abroad. The program is also offered to the distressed overseas worker by way of self-employment or livelihood projects.

Balik Hanapbuhay program – A non-cash livelihood support/assistant for both active or non-active members who are displaced from their work due to war/politics conflicts in host countries or policy reforms controls and changes by the host government or those who are victims of illegal recruitment and/or human trafficking or other distressful situations. A package of livelihood amounting to 10,000 Pesos which includes:

  1. Techno-skills and/or entrepreneurial training
  2. Starter kits/good and/or
  3. Services that will enable the beneficiaries to start a livelihood through self/wage employment

Enterprise Development and Loan Program (OFW-EDLP) – Formerly known as OFW-Reintegration Program (ORP). Eligible borrowers are:

  1. Certified OWWA members, active or non-active
  2. Has completed the Enhanced Entrepreneurial Development Training (EEDT)
  3. Legal Spouse, widow, widower or separated-in-fact and parents should not be more than 60 years old and children who are at least 18 years old

Eligible Projects:

  • Franchising business
  • Contract tie-up with top 1000 corporations;
  • Agri and non-agri production/manufacturing
  • Construction/rental business
  • Service/trading business
  • Transport service
  • Any viable project whether existing or new

The enterprise should generate a cash flow sufficient to pay the projected amortization of the loan

  • Interest Rate: 7.5% per annum for the entire duration of the loan
  • Loan Purpose: Working Capital and Fixed Asset Acquisition
  • Project Cost-Sharing: Borrower’s Equity: minimum of 20% of the Total Project Cost (TPC)
  • Loan Amount: The loan amount shall depend on project needs and amount of equity participation of the borrower:

Loan Amount:

  • Individual Loan Borrower (single proprietorship) can borrow from 100,000 to 2,000,000 Pesos
  • Group Loan (partnership, corporations or cooperatives) can borrow from 100,000 to 5,000,000 Pesos

Loan repayment

  • Short-term
  • Term Laon

Loan Security/Collateral

  • Object of financing
  • Mortgageable project assets (machines or equipment)

Availment Process

  • Submit business plans and undergo with EDT seminar at OWWA regional offices.
  • Loan applications are endorsed to Land Bank for evaluation and processing

Loan evaluation, packaging and approval shall be completed within 45 workings days upon receipt of complete loan requirements
