OFWs Covered by Universal Health Care Law

Republic Act 11223, known as the Universal Health Care Law (UHC), was signed into law by no less than Pres. Rodrigo Duterte. But more importantly, Senate re-electionist Jose Victor (JV) Ejercito assures that all OFWs around the world will enjoy the healthcare provisions under the law.

As per the UHC law, all Filipinos will become automatic members of the Philippine Health Insurance Corporation according to Senator Ejercito, who acts as the principal author. “OFWs are definitely covered. Basta Pilipino, kasama dito. Kapag umuwi sila after their tour of duty, they will be covered. Basta may proof na ikaw ay Pilipino, you would be covered by the National Health Insurance Program,” he explained in an exclusive interview on the “Executive Session” radio program from DZRH.

Immediate Access to affordable healthcare

The Universal Health Care Bill intends to provide Filipinos immediate access to more affordable healthcare services from the government, thus reducing the heavy burdens off the shoulders of every Filipino. Everyone would be given better access to various healthcare services including medical consultations, selected laboratory tests and all the way to hospitalization needs in a form of government subsidy.

Simplified Membership

The new UHC law simplifies the group membership into two categories namely contributory and non-contributory. Contributory members are those who are paying regular contributions through the payroll or voluntary means. Non-contributory, on the other hand, are those who are automatically enrolled in the program.

President Duterte also recently signed Republic Act No. 11201, or the Creation of Department of Human Settlements and Urban Development Act, which Ejercito is also a co-author. The re-electionist senator, labeled as Mr. Healthcare, won his first Senate seat in 2013.

During his term, Ejercito has authored 75 laws, 572 bills and 108 Senate resolutions. Aside from the UHC law, some impactful laws which he authored were anti-agricultural smuggling, free tertiary education in state colleges and universities, Sangguniang Kabataan reform law and free irrigation among other beneficial laws. Senator Ejercito started his exciting political journey when he became mayor of San Juan and accomplished three consecutive terms from 2001 to 2010.

In related news, PhilHealth acting president and CEO Dr. Roy B. Ferrer assured the public that the state-run corporation is ready for the forthcoming implementation of the Universal Healthcare bill. “Our strong performance last year clearly displayed our capability to run the National Health Insurance Program (NHIP),” he said in a press interview.

PhilHealth applauded the passage of the UHC bill, expressing that the entire nation would finally be covered under the National Health Insurance Program. “One decisive push. That’s all we need and that’s what this law will provide,” stated Ferrer. “

Republic Act 11223 mandates the inclusion of Overseas Filipino Workers, both active and retired, in the NHIP. Upon its full implementation, Filipinos are assured of high-quality healthcare services at any given time, fully supported by the national government.
